Morgan Sindall Construction set for key role on £5.16 Billion SCF Residential Framework

Morgan Sindall Construction is set to sharpen its focus on helping resolve challenges in the UK housing market with its appointment to the Southern Construction Framework’s (SCF) new £5.16 billion Residential Delivery & Development Framework.

The business was selected as a partner for all the lots where it competed - larger value projects which consist of 65 units and more across the South East, London and the South West.

SCF Residential will operate for four years and provide support for public sector residential construction and development in the South of England. The framework gives public bodies access to market leading tier one and SME housebuilders, including accelerated direct access to Morgan Sindall Construction as a principal contractor.

SCF Residential has been designed to be flexible and responsive to industry pressures to help meet the ongoing challenges of the housing crisis with high quality, sustainable developments that utilise modern methods of construction (MMC).

This appointment builds upon Morgan Sindall Construction’s long-standing partnership with the SCF. The main contractor has been a part of SCF’s Construct framework since its inception in 2006 and from 2015 to the present day has secured 54 projects with a value of more than £1 billion. This close working relationship was celebrated earlier this year when Morgan Sindall Construction won Contractor of the Year and Sean Bradley, managing director won the Framework Director of the Year award at the annual SCF Awards.

SCF Residential is a powerful tool that can speed up the process, ensure resilience and help relieve the pressure.”

We have built this framework around our ethos and practice of collaboration, transparency and added value, with a focus on social value and supporting carbon and environmental impacts.”

This new deal complements the current SCF Construct and SCF Consult frameworks which have delivered over £7 billion worth of combined construction schemes in the last 14 years since they were first established. In addition to the lots for larger developments, smaller value projects of between 10-75 units will also be delivered as part of SCF Residential in seven sublot regions, which will be focused on local delivery.

SCF is a market leader in Two Stage Open Book (2SOB) tendering, under which the framework will operate exclusively. This Government-recommended bidding process is part of an initiative to reform UK construction practices and is unique in the way it brings the contractor, stakeholders and suppliers together at the start of a construction project.

Morgan Sindall has extensive experience delivering a variety of residential developments throughout the UK. This has included previous work with SCF Construct, such as the £260 million DIO SPTA project in Salisbury, for which the business delivered 917 residential units across three Ministry of Defence camps.
