Why we’re heading to Place North West’s Lancashire Development Update

Morgan Sindall Construction is proud to be sponsoring Place North West’s Lancashire Development Update, a timely event that brings together developers, planners, housing associations and local authority decision-makers at a pivotal moment for the county. The event takes place on 29th January at IMAX, Blackpool.

With devolution, funding reform and local government reorganisation dominating the public sector agenda, Lancashire’s development landscape is evolving rapidly. Against this uncertain backdrop, the event will explore how both the public and private sectors can continue to unlock delivery, drive regeneration, and create sustainable growth.

Place North West’s annual deep dive into Lancashire will examine the county’s political and geographical dynamics, assess how major regeneration projects are progressing, and spotlight the schemes that promise long-term jobs, skills and economic impact. As a contractor actively delivering transformational projects across the region, it’s a conversation we’re proud to be part of.

Delivering regeneration on the ground

Across Lancashire, Morgan Sindall Construction’s North West team has a proud record of working in close partnership with councils, universities and stakeholders to turn ambitious plans into reality.

Accrington Town Square

Last year we handed over our work on the first phase of the regeneration of Accrington Town Square, a flagship scheme led by Hyndburn Borough Council.

The project forms part of a wider £20m Levelling Up Fund investment and includes:

  • The transformation of the existing Market Hall into a vibrant food and drink destination alongside traditional market stalls and new leisure uses
  • The conversion of Burton Chambers into a modern co-working space
  • Enabling works to prepare Market Chambers for its future role as a cultural and heritage venue

Delivered via the SCAPE Construction Framework, the scheme benefitted from a collaborative approach that helped drive efficiency, certainty and value. Throughout the project, we maximised the use of local and specialist supply chain partners, ensuring the investment delivered tangible social and economic benefits for the area while preserving the character of Accrington’s historic buildings.

University of Lancashire – School of Veterinary Medicine

We have also completed our work on the landmark new veterinary facilities at the University of Lancashire, one of only 11 veterinary schools in the UK.

Delivered over two phases, the project included:

  • The refurbishment of the Greenbank Building to create simulated consultation rooms, operating theatres, physiotherapy and hydrotherapy facilities, diagnostics, pharmacies and flexible teaching spaces
  • The construction of a new four-storey, 50,000 sq. ft building housing high-spec anatomical laboratories and clinical teaching facilities, designed to be adaptable and future-proofed

Beyond the physical asset, the project delivered strong social value outcomes, including extensive use of local contractors, more than 600 weeks of training and apprenticeships, and over £9m spent with local SMEs. The new facilities strengthen Lancashire’s higher education offer and support the region’s ambitions around skills, research and innovation.

Multiversity, Blackpool

Looking ahead, we're currently on site at Multiversity, a world-class higher education campus in Blackpool town centre for Blackpool and The Fylde College.

The development will bring up to 3,000 students and staff into the heart of the town, supporting more than 70 courses across further education, higher education and adult learning.

Multiversity sits alongside other major public sector investments in Blackpool and will play a key role in regenerating the town centre, improving access to skills, and driving long-term economic growth.
