Morgan Sindall Construction has been confirmed as one of a select group of contractors appointed to the government’s New Hospital Programme(NHP) — a £37 billion initiative targeting 40 new hospital schemes across England up to 2040.
The programme – Hospital 2.0 Alliance (H2A) – is transforming the way healthcare infrastructure is planned, designed and delivered across England. It will see appointed contractors work as ‘Alliance Partners’ alongside NHS Trusts, taking responsibility for the design, construction and handover of individual hospital projects, ranging in value from £500 million to circa £1.5 billion.
The new hospitals will be grouped into three waves, with a process of ‘collaborative allocation’ used to determine the main contractor and project team in each case.
The NHP represents one of the most significant public infrastructure commitments in a generation, with a number of schemes scheduled to begin construction between now and 2030. Among these, are hospitals where reinforced autoclaved aerated concrete (RAAC) has been identified, making their replacement a matter of urgency.

This is about partnering with industry to deliver better hospitals faster, while driving productivity and value for the NHS whilst also adding to the economic growth of the entire county”

Standardised design and a coordinated national delivery model sit at the heart of the programme. This long-term alliance will see contractors working collaboratively to share best practice — an approach that is expected to reduce construction costs and deliver economies of scale over time. Sustainability is also central to the programme’s ambitions, aligned with the NHS’s commitment to reach net zero by 2040 for directly controlled emissions.
