Armada-Way-Zone-1-3

Project overview

Morgan Sindall Construction was appointed via the SCAPE Construction framework in 2022 to develop and deliver the ambitious public realm improvements to Plymouth City Centre.

These schemes form part of the council’s ‘Better Places Programme,’ designed to reverse years of under-investment, enhance the city’s streets and spaces, and attract further investment in retail, leisure, employment, and housing. The construction phases have been divided into four key areas of Plymouth City.

Serving as key routes into the Drake Circus Shopping Centre, Old Town Street and New George Street are two of the city’s busiest streets, with average footfall exceeding 200,000 visitors every week. Previously dominated by vehicle traffic and a central taxi rank, both streets have now been reimagined as pedestrian zones – enhancing safety, accessibility, and the overall experience for shoppers and visitors.

This phase of the works involved the removal of existing roadways and paving, followed by the installation of a new concrete sub-structure and a high-quality granite paving design. The area has been enhanced with newly constructed planting beds and rain gardens, accompanying granite and timber seating, general and event lighting, and upgraded CCTV coverage. The large interchange outside Drake Circus now also provides a space for pop-up events, with its striking granite sett pattern echoing the original paving design outside Guildhall.

  • Duration: Oct 22 – Oct 24

A key phase to Plymouth City Council’s wider city centre regeneration has been the restoration of the Grade II listed Civic Square park and garden. Undertaken in partnership with Historic England, the project looked to restore the square’s cultural and historical significance.

Originally designed by renowned landscape architect Geoffrey Jellicoe as a central feature of Plymouth’s post-war city vision, the square’s distinctive granite paving – arranged in the iconic ‘Bow Tie’ tessellation – has been meticulously reinstated by our skilled supply chain partners (Larc and Stonepave) to reflect the ‘dignity and frivolity’ Jellicoe originally intended.

Further improvements to the public space included revitalising the grassed areas, installing new concrete-finish copings around the islands and main pond, and widening pathway outside the Council House to improve accessibility.

Civic-Square-2

  • Duration: Oct 24 – Summer 26

Over recent years Armada Way has seen a serious decline in footfall, with many empty shop units. It has features that are in dire need of repair and haven’t been updated since the 80s. There are areas that are unusable or inaccessible, with growing concerns over public safety, which have resulted in virtually no night-time economy.

Work is now well underway on the Armada Way regeneration scheme to create a greener, safer, more family-friendly city centre - a scheme that will reclaim, reinvigorate and renew Armada Way, creating a space that brings life back to the heart of the city.

  • Recapture the scale and grandeur of Armada Way
  • More trees and greenery
  • Helping wildlife and nature
  • Huge play village for families
  • Working smartly to deal with the city’s rainwater
  • Improved safety for all
  • Places to sit, relax and eat
  • Cycling path for people of all abilities
  • Pop-up spaces with water and power

Armada-Way-Aerial-1

  • Duration: July 24 – Spring 26

Morgan Sindall Construction has begun works on the Royal Parade bus improvement scheme in Plymouth City Centre - a transformative project designed to enhance public transport infrastructure and improve the pedestrian experience along one of the city's busiest routes.

Key elements of the project include kerb realignment on the north side of Royal Parade, full carriageway resurfacing, and structural works to strengthen the footway. The scheme will also see the installation of high-quality modular granite paving in a consistent civic pattern, contributing to a more attractive and cohesive public realm.

Traffic flow and safety will be improved through reconfigured bus bays in a new sawtooth layout and the installation of average speed cameras with associated road markings and signage.

The Morgan Sindall South West team

All the schemes are being delivered by the Morgan Sindall South West team based in Plymouth, led by area director Graham Kingdon.

The South West office is part of the wider Morgan Sindall Construction business, which operates out of 21 regional offices.
