Morgan Sindall Construction delivered the £3 million reconstruction of a prominent Category B listed building at 161-163 High Street in Elgin, restoring a key town centre landmark and contributing to the wider regeneration of the city's historic high street. The project reinstated a ground-floor retail unit alongside four modern residential apartments, carefully balancing heritage preservation with contemporary design and construction techniques. Completed in April 2024, the development has brought a long-vacant building back into productive use, creating new homes and commercial space in the heart of Elgin.

The Challenge
Located in a prominent position on Elgin High Street, the building required extensive reconstruction to restore its historic presence and deliver modern commercial and residential accommodation.
A key challenge involved working within the constraints of a Category B listed building while preserving historic fabric dating back to the Georgian period. Particular care was required during the removal of an existing sandstone partition wall that had been constructed against the neighbouring property, with elements of the structure retaining significant heritage value.
Our Approach
Morgan Sindall Construction adopted a meticulous conservation-led approach that combined traditional craftsmanship with modern construction methods.
The most technically demanding aspect of the project involved the complete removal and replacement of the sandstone partition wall. Due to the historic nature of the structure, stones were carefully removed by hand, one at a time, with consolidation works undertaken simultaneously to ensure the stability and preservation of the remaining fabric.
Alongside the external reconstruction works, the interiors were fully redeveloped to provide modern, high-quality accommodation. New electrical and plumbing systems were installed throughout, creating energy-efficient and functional spaces suitable for contemporary living and commercial use.
Revitalising a Historic High Street
The completed development successfully combines commercial and residential uses within a restored landmark building.
The ground floor reinstates a prominent corner retail unit, helping strengthen the vitality of Elgin's town centre and support ongoing regeneration efforts.
Above the retail space, four new apartments have been created:
- One 1-bedroom apartment (first floor)
- One 2-bedroom apartment (first floor)
- One 1-bedroom apartment (second floor)
- One 2-bedroom apartment (second floor)
These modern homes provide high-quality residential accommodation while making efficient use of the upper floors of a historic town-centre property.
Sustainability and Heritage Conservation
A key objective of the project was to conserve as much of the existing historic structure as possible while reducing environmental impact.
Through innovative delivery methods and careful project planning, the team achieved a saving of 14 tonnes of CO₂ during the project, equivalent to the annual heating emissions of approximately five homes. This was achieved through measures including:
- Early grid connection to minimise generator use
- Reuse and recycling of construction materials
- Efficient transportation and logistics planning
- Retention and preservation of historic building elements where possible
The project achieved an outstanding CCS score of 45/45, reflecting excellence in site management, community engagement and project delivery.
Collaboration and Community Engagement
Throughout the project, the team maintained strong communication with local stakeholders, businesses and residents.
A dedicated project microsite and regular newsletters provided updates on progress, helping ensure transparency and minimise disruption. This proactive approach fostered positive relationships within the local community and supported the successful delivery of a complex city-centre regeneration project.
The team also supported local charitable initiatives during construction, including participation in a Give Blood campaign as part of Morgan Sindall Construction's commitment to enhancing the communities in which it operates.
