Our work with Constructing West Midlands

Construction West Midlands (CWM) comprises a suite of OJEU-compliant, publicly owned and managed frameworks. CWM is a ready-made delivery vehicle for capital, repair and maintenance works.

The framework is managed by Acivico Ltd, a wholly owned and subsidiary of Birmingham City Council. It provides a flexible, cost effective and OJEU compliant way to procure capital works and can be accessed by public sector bodies, registered charities and third sector organisations operating in the West Midlands region.

It delivers cost and time savings via the adoption of a more efficient procurement process. Via CWM and its predecessor, the Birmingham Construction Partnership, it has 17 years track record in the delivery of public sector projects, and is affiliated by the National Association of Construction Frameworks (NACF)

Any organisation wishing to access the framework can do so by entering into an access agreement without any obligation to place work through the framework. There are no membership fees to pay and instead, framework management costs are covered by a levy paid by the framework’s contractor partners.

Run by three large midlands-based public sector organisations, they understand the needs of communities in the region, and more importantly, their interests align with those o the people who uses the facilities we build.

Project highlight

Innovative Carbon Calculator trialled on CWM project – Rockwood Academy

One of the most exciting and tangible parts of our Decarbonising Communities strategy is CarboniCa – an innovative carbon calculation tool that allows project teams to work with customers to estimate, manage and reduce whole life carbon emissions through the design, construction and entire lifecycle of an asset.

The easy-to-use tool has been externally validated by Arup to the RICS assessment methodology and is aligned to the UK Green Building Council framework for net zero buildings, and the aims of the Construction Playbook.

CarboniCa is now deployed on around half of Morgan Sindall Construction projects across the UK. But it started life being pioneered on a Constructing West Midlands Framework scheme.

The concept version of the tool was trialled on our Rockwood Academy project – a CWM scheme that saw the creation of an inspiring new learning environment at a school in the heart of Birmingham.

This helped capture real-life data relating to the Rockwood Scheme, using the process to identify areas for improvement ready for fine tuning and formal adoption of the tool across the UK.
