The Procure23 (P23) Framework alliance, continues our longstanding commitment to the health sector.
P23 enables clients to quickly access experienced partners to support excellence in the provision of design and construction services for the NHS estate in England, providing first class new facilities, addressing backlog maintenance and repurposing existing facilities.
The 4-year framework is expected to deliver £9 billion of projects during its lifespan, in a partnership between Crown Commercial Service and NHS England and Improvement (NHSE&I).
The three P23 lots on the framework have set out guidelines for sustainability, as the government approaches their net zero goal, aligned with Morgan Sindall’s own commitment of being carbon net zero by 2030.
CCS supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2020/21, CCS helped the public sector to achieve commercial benefits equal to £2.04bn - supporting world-class public services that offer best value for taxpayers.
The new commercial agreement recognises the importance of public sector construction as a key driver of economic recovery, providing health bodies in England with a new route to market for construction works and associated services, and helping the UK to build back better. It adopts the principles of the Construction Playbook, rationalising frameworks in an innovative and collaborative partnership approach between CCS and NHSE&I.
NHSE&I leads the NHS in England, sets its strategic direction through the NHS Long Term Plan, and funds key priorities for improvement. P23 is the fourth generation of the ProCure route to market for the provision of design and construction services to NHS capital projects in England, with an estimated cumulative value of £9bn over its four-year lifespan.

Project highlight
Newmarket Community Diagnostic Centre
Part of an initiative to roll out new Community Diagnostic Centre (CDC) buildings across the UK, the Newmarket CDC represents a significant advancement in local healthcare infrastructure, aiming to enhance diagnostic services for residents in the Suffolk region.
Built using modern methods of construction, the facility includes MRI, CT, X-ray, ultrasound, lung function and cardiology diagnostics, as well as recovery bays, offices, staff changing areas and utility rooms.

Project highlight
Harrogate Hospital Day Case Surgery and Imaging Centre
Currently under construction, the new Day Case Surgery and Imaging Centre is being undertaken as part of a £50 million capital investment funded by Harrogate and District NHS Foundation Trust and NHS England.
The new two storey building will provide state-of-the-art surgical and imaging services and will house two new operating theatres, two procedure rooms, a dedicated day case ward, and an advanced imaging department. The imaging facilities will feature two MRI scanners, two CT scanners, three x-ray rooms, seven ultrasound scanners, bone density (Dexa) scanning, and fluoroscopy, which provides real-time imaging of tissue and organs.

St Margret's Hospital Community Diagnostic Centre
Currently under construction, the Community Diagnostic Centre project at St Margret's Hospital will deliver advanced diagnostic services including Imaging, Cardiology, Physiology, and Phlebotomy through a two-part development.
Part One involves the refurbishment of the existing North Bungalow at Spencer Close, which will provide the main entrance, reception and waiting areas, physiology and pathology facilities, and staff accommodation.
Part Two is the construction of a new Radiology building, linked to the refurbished bungalow, featuring three ultrasound rooms, two CT scanner rooms, and one MRI scanner room, along with operational support spaces such as clean and dirty utilities and storage.
