What is the Southern Construction Framework?

The Southern Construction Framework (SCF) provides end to end support and an efficient, OJEU compliant construction procurement route for local authorities and other public organisations across the south of England.

A collaboration between Devon and Hampshire County Councils, the framework covers major new build, extension and refurbishment projects, using traditional or design and construct arrangements to deliver single projects or programmes of work. Morgan Sindall Construction has worked collaboratively with the SCF through all five generations of the framework, across all three lots.

Project highlight

Woolwich Waves Leisure Centre

Morgan Sindall Construction has successfully delivered the landmark Woolwich Waves Leisure Centre, handing it over to the Royal Borough of Greenwich in January 2026. The £80 million, three‑storey facility is one of the UK’s largest urban leisure developments and forms a centrepiece of the borough’s long‑term regeneration plans. Designed in close collaboration with the Council, the project responds to an extremely constrained town‑centre site through an innovative stacked design, positioning key activity spaces such as the sports hall, gym and cardio suites on upper levels to maximise space and functionality. Sustainability was central to the scheme, with one of the UK’s largest Air Source Heat Pump systems and a planted green roof supporting the building’s journey toward achieving a BREEAM Outstanding rating.

Hackney Britannia delivers £78.1m in social value

Morgan Sindall Construction completed two schemes for Hackney Council via the SCF, worth a combined total of around £97.5 million: the new state-of-the-art Britannia Leisure Centre and public realm improvements; and a new secondary school and sixth form, the City of London Academy Shoreditch Park.

The projects form the first phase of Hackney Council’s programme to replace an outdated leisure centre with the facilities and hundreds of new homes – including those for genuinely affordable social rent and shared ownership. Solent University Sports Complex

Morgan Sindall Construction successfully delivered the £24 million high-performance teaching Solent University Sports Complex, in partnership with the University and Southampton City Council. The project is a visually stunning flagship building, enhancing Solent University’s offering in advanced sports degree courses, helping to attract more students to the local area and inspiring people to take part in sport.

The four-storey sports complex within Southampton City Centre includes state-of-the-art gyms for both student and staff and two full sized sports halls; one of which caters for over 13 different sports, and the other is home to the local basketball and community wheelchair basketball teams.

Exeter Science Park V-Simulators

We recently delivered this three-storey engineering and research building at Exeter Science Park for the University of Exeter. The new development provides a mixture of open plan flexible office space and houses a VSimulator. The VSimulator sits in the basement of the building, with the motion platform for users, situated at ground level. Through sectional completion, we handed over the basement to the University, ready for fit-out of the simulator while the remaining works continued.

VSimulators provide a platform which can recreate any environment, either physically or virtually to aid multi-disciplinary research to study the human experience of real-world environments. Exeter Science Park is the South West’s centre of activity for business in science, technology, engineering, maths and medicine (STEMM), providing inspirational space and support for innovative businesses specialising in STEMM.
