Residents letter - January 2025

Dear Hackney resident

Further to our introduction letter we advised we would update you with our site set up on Clapton Square which has been worked through and agreed with Hackney council Highways team. Our set up will involve part of Clapton Square becoming a dedicated lane for construction vehicles only, with the remainder of the highway maintaining two-way cycling.

Morgan Sindall appointed a specialist Traffic Management consultancy to develop a detailed Traffic Management strategy for the Kings Hall Project. Extensive workshops, meetings and collaboration has taken place between Hackney council, Transport for London and Morgan Sindall during the design and planning stages of the project to ensure the set up for the site is safe and the right fit for this development.

A Temporary Traffic Order application has now been submitted to Hackney Council in line with these agreed proposals. We anticipate the site set up being in place and in operation from 2nd March 2026. To achieve this, there are some activities due to take place ahead of this, as outlined below:

Parking Alterations

The Council is in the process of concluding a statutory consultation process in relation to the proposed removal of parking bays around the site during the construction phase. Letters will be separately sent out by the Council to those who responded to the consultation in line with statutory procedures. These letters are expected to be issued by email by the 12th January 2026.

Subject to this process, works to remove suspended bays are scheduled to be carried out by Hackney’s contractors throughout week commencing 16th February 2026. This would involve a number of parking bays being stopped up, all existing parking lining removed, and yellow lines applied.

We recognise that any loss of parking spaces will cause inconvenience for those residents and visitors who previously had access to them, and the impact of that inconvenience on individuals is acknowledged by the Council and project team. Parking stress studies have been carried out and have demonstrated that there will still be residual availability within the neighbouring streets within the parking zone, even during the construction phase.

Once the project is completed 27 of the spaces lost during the construction phase are proposed to be reinstated, further increasing the residual capacity in the area.

Clapton Square Site set up

Following the parking alteration works by the Council’s contractors, Morgan Sindall will commence their set up of Clapton Square as per the agreed strategy. This will involve installation of compliant Traffic Management barriers, gates and signage as well as white lining required for designation of the cycle lanes, see snippet below the proposed Traffic Management Plan produced by the consultant:

We appreciate this is a detailed plan, which is not easy to read in a small scale, and will walk through this at the Resident Forum on Monday 12th January.

Priority Junction

A priority junction has been added at the north end of Clapton Square to better enhance the safety of cyclists travelling through the Cycle Highway.

All construction vehicles will be entering and leaving site via Downs Road, into Clarence Road, Clarence Place before entering our site logistic set up on Clapton Square.

We will have a team of trained and competent Traffic Marshalls managing our site set up throughout the duration of the project with a dedicated logistic manager overseeing all activities.

Our site set up on Clapton Square is planned to be in operation from Monday 2nd March.
